Draft Disability Access & Inclusion Plan 2026-2030

District Council of Karoonda East Murray is creating a new Disability Access and Inclusion Plan (DAIP). This plan helps us make sure everyone in our community feels welcome and included.

We want to hear your ideas! Complete an online survey here.

What is the Disability Access and Inclusion Plan?

The Disability Access and Inclusion Plan (DAIP) is a plan that helps Council make sure people with disability can be part of community life, use local services and feel welcome.

All councils in South Australia are required by law under Disability Inclusion Act 2018 to have a DAIP.

We are updating our plan because the State Government released a new plan, called Inclusive SA (2025–2029) in 2025. Our updated DAIP will follow this new State plan to make sure we are supporting people with disability in the right ways.

Our first DAIP in 2020, helped us improve access to our buildings and infrastructure. Now we are continuing this work so our community can become even more inclusive.

What the Plan is about

The new DAIP follows South Australia’s State Plan and looks at five big areas:

  1. Inclusive communities – Everyone feels welcome and can join in.
  2. Education and jobs – Fair chances to learn and work.
  3. Support services – Help that fits each person’s needs.
  4. Health and wellbeing – Good health for all.
  5. Safety and rights – Fair treatment and protection.

Why your input is important

Our region has some health and care challenges, mainly because many of our residents are older and we live in a rural area. According to the 2021 Census[1]:

  • 85 people (8.4%) said they needed assistance with core activities.
  • More than 56.2% of people live with a long-term health condition. These conditions may not be considered as a disability but still affect how people live and get around.
  • Over 30% of residents are aged 65 or older, which means there’s more need for aged care, health services and accessible spaces.
  • 14.5% of people provide unpaid care to someone with a disability. These carers play a vital role and also need support.

We want to make sure our new plan works for everyone. That’s why we’re asking feedback from:

  • People with disability
  • Carers and families
  • Service providers
  • Local groups and organisations
  • All community members
