South Australia’s planning system provides a simplified, consistent, and fully electronic process for lodging and tracking development applications. This modern system ensures quick and accessible development assessments for everyone living and working in rural and outback areas.
All planning and building applications must be lodged through the PlanSA Portal, which offers a user-friendly platform to:
- Search zoning for your property.
- Review development rules relevant to your area.
- Lodge and track applications online from anywhere using your computer or mobile device.
- Find an accredited professional for assistance.
With clear and consistent planning policies, the system helps shape vibrant and sustainable communities.
Accessing the PlanSA Portal
Visit the PlanSA Portal at www.plan.sa.gov.au to:
- Lodge an application by creating an online account.
- Use the Approval Wizard for guidance on rules that apply.
- Access fact sheets, learning guides, and instructional videos.

Assessment Support
The District Council of Karoonda East Murray provides support for building rules assessments through the PlanSA Portal.
David Altmann, Assessment Manager, is available to assist with planning inquiries, including acceptable land uses, design, siting requirements, and assessment processes. Appointments are required and can be scheduled by contacting Sarah Boughen at the Council Office on (08) 8578 1004.
